Activation by Card Management System

There are three requirements to be satisfied:

1. The PIV Card must include a cryptographic challenge and response protocol (Requirement 46)
2. Card Management Keys must be specific to the PIV Card (Requirement 47)
3. PIV Card must comply with the Cryptographic algorithms specified in SP 800-78 (Requirement 48)
